How can I use an ACL to prevent SYN flooding?

The title pretty much says it all. I'm having some SYN flooding attacks, and I'm not sure how to implement an ACL to prevent them.

Is there a way to set the embryonic connection limit? I know the PIX firewall has an auto proxy-intercept feature; does a Cisco 2621XM have anything like that?
