How can i stop users logging on unless my server is switched on?

You can't log onto a domain that doesn't exist. (If the server is off the domain doesn't exist)
If you are using Windows 2000/XP only use Domain Users and have no local accounts then your users won't be able to log onto the workstation when the domain is down.
