How can I stop Publisher from converting my photos or images?

I am using MS-Publisher 97 to generate a simple static Web site. This works quite well for my purposes. However, when a page has an image (usually a photo jpg type) publisher automatically converts it to a gif. This degrades the quality and results in a poor image. How can I turn this off?

I would be willing to upgrade to any version if it would eliminate this issue.
