How can I restrict users to internal mail only

Is there a way to restrict users to only sending and receiving internal mail. Outlook Express is the mail package and Exchange 5.5 on the server

In 5.5 , to block internet sending, go to the IMS\Delivery Restrictions tab and enter the user on the "Reject Messages From" field. To block internet receiving, simply remove the user's SMTP address.
