How can I completely mirror a Web App Server that is auto-replicated?

I have an IIS Web server running on Windows Server 2003 that contains several different web based applications.

For redundancy and failure protection, how can I create a duplicate IIS Web server that will automatically take over as the primary app server if the original server fails?

When updates or changes are made to one server, I need the same changes made to the other server automatically.

I've tried Network Load Balancing in a Web Farm with Windows Server 2003, and Distributed File System Replication with Windows Server 2003 R2, but they do not allow full server mirroring, or duplication.
