How can a program be disabled proir to windows boot 1

I have a machine that has XP Pro on it. The user loaded Norton Antivirus 2002 and the system locked up. I was able to repair Windows through from the disc but the problems have not stopped. Windows will boot up now and allow a user to sign on, then it tries to load the programs/settings. When Norton is being loaded (the best I can figure since it is the only box that is trying to load on the screen at that time) it hangs up again. I can't get to control panel to uninstall the program nor startup to disable it before it tries to load. I tried going to the recovery console and disabling the savrt.sys but it did not recogize the file name. I am at a loss of what to do now, any suggestions?
 
try the recovery console again.... and disable the service.

or reboot in safe mode and disable the service, try to delete the software even.

. Start Recovery Console again. The issue is that Savrt.sys is not the service name, but the notion of using recovery console to disable the service is a good one. See for information on identifying the true service name in Recovery Console:
But like Aftertaf suggested, hitting F8 early and often at system start should allow you to choose Safe Mode. If so, uninstall Norton. You will need much more up-to-date versions of key NAV files to avoid future problems:

 
boot into safe mode, then run msconfig then check all norton programs in start up folder. then you can reboot and uninstall norton
