How are *.CPL files recreated in Windows XP? Can't delete them?

I delete both JOY.CPL and VJOY.DLL, but they are automatically recreated in Windows XP. How is this accomplished?

that in the OS, but why would you want to mess with that? What is the point of deleting control files?

These are system files that are most likely being re-created by the File Protection System. If you want to restrict access to them for your end users, I suggest you use a Group Policy to obtain your goal.

I'm having trouble getting my Game Controllers Applet (aka JOY.cpl) to recognize joysticks/game controllers. I thought maybe deleting it and replacing it, may do the trick. But as soon as you delete it, it is replaced by one automatically.

Two points along with this:

1. I know for a fact it is NOT the game controller itself. It does it with all controllers.

2. The controller is seen by device manager, but NEVER shows up in Game Controllers.

Delete the device and let it re-detect, but do NOT delete files!
