I am trying to set up a phone that when you pick it up it dials an external number. I have tried setting up a phantom extension and creating a hot line to that extension, but I can't seen to get the programming right. Any help would be appreciated.

Try to build a CDP table with a DMI table that deletes all of the digits and inserts the number you want.
 
Why? Can you only Hot D 4? If that is the case he could Hot D 4 to a MAXP 1 acd queue NCFW to the external number he wants.

Not sure of the limit of digits,just giving another option since he said he already tried setting up a phantom. You also have a maximum amount of acd queues so he might not want to was all of them.
 
Should work the way bigindian65 said in his first post, just tested it. If it doesnt check you ncos maked sure it can dial the number.
 
Our dictation phones do that here. I set up a hot line list (HTL) in LD 18 with 2 entries. We use 3904 sets with Key 0 HOT L 0 (or 1). When I need to change the number they dial, I just change the HTL and all 50 sets are changed at once.

you have to have an ncos/tgar that allows the local (or ld) call
