Horizontal scroll problem (in IE?)

For some reason whenever I have any text in a frame longer than the screen, the horizontal scroll bar will pop up along with the verticle scroll bar. I've tried a few things but I haven't been able to figure it out.

I've tried it on some very high resolutions and it doesn't seem to matter, the h scroll always pops up with the v scroll.

Can anyone give me some insight about what to do to get rid of it?

This looks like what I need to do but how do I integrate it into the HTML code? Sorry to be dense about this.
