Holding shift when moving an item isn't working!

I always hold shift when moving items in Quark to keep them locked on a horizontal position if I want to move the item vertically or in a vertical position if I want to just move it horizontally.

I just bought a new G5 and have Panther. Is this having an effect on my Quark or is it a preference I need to turn on to be able to use shift to constrain movement? I tried it at work on a G4 with OS X and it works fine. I have checked all the preference settings I can find and I'm stumped.

This is driving me crazy as I used that feature a lot. Can anyone help me "turn on" the shift feature?
