HMS400 and TUI for wake up calls

If I disable the guest from being able to do wake-up calls from their rooms, does this also disable the Front Desk from being able to use the TUI to input them? They don't want me using the PC anywhere to give them access to the server, so the only option I have is the TUI.

This is a 4.0.2 release 1 running Windows Server 2000.
