You need HMC Version 6 Release 1.0 P/N 32N1265, and then update with HMC Update HMC V6R1.1.
At least that's what we did in December 2006.
By now they probably have it all bundled together.

I'm with trisco and p5wizard.
Code levels above 3.3.7 are for power5 systems only.
Your p650 is a power4 as trisco says.
You'll also want to checkout and install the "HMC 3.3.x specific fixes" on the same link to secure your system and get it fully up to date.
Don't forget to check if your HMC needs a firmware update before you do the HMC code update!
