HiPath 4000 v4 and "Area of Refuge" phones

I was wondering if anyone with the HiPath 4k has installed Area of Refuge phones. With any new multi-story building being constructed, there is a new code that requires us to have these AoR's for the handicapped (ie deaf/blind/wheelchair). These are slightly more complicated than a push button phone that calls security. Per their website:

"The Area of Refuge must be equipped with a two-way communication system with both visual and audible signals provided in each area of rescue assistance. The Area of Refuge must have adequate signage that directs the occupants to the area. The ADA guidelines apply to new buildings and significant remodels for public accommodations and commercial facilities with stories above or below the main ground floor."

The key is "visual and audible signals". My problem is many solutions seems to require phone systems to be running SIP. However, in Version 4 of the HP4k, we cannot run full SIP.

Has anyone come across a solution (Voip/TDM/Analog) and implemented this? Thanks.
 
What is their definition of "visual and audible"? I have used products from Gai-Tronics, Talk-a-phone, and Viking that will combine an emergency call button (programmed dial or ringdown), and a non-emergency call button and keypad into a surface or flush mounted device that also includes a light to indicate that the call has been answered - in addition to dry contacts that could be used to trip a relay that can energize a strobe, etc.

I use them at building entrances for loading docks and the like, and I also use them in stanchions in my remote parking lots combined with strobe/siren combination devices to draw attention and possibly frighten off would be assailants.

I could see these working for you in this situation (sans siren) and they hook up to traditional analog ports.
