I think you would have to contact Netlimiter and ask them.
It's like, Symantec Anitvirus. By default, users can turn this off. But if you have a Symantec Antivirus server and the clients are managed by this server, the clients can't turn the software off (because there is a rule on the SAV server that says your must know a password in order to make changes).
