HID Service?

I use an HID compliant mouse and as such, Windows does not save me mouse settings (i.e. number of lines to scroll with the web wheel) between resets. I looked up Microsoft's service descriptions and found that the Human Interface Device Serice should take care of this. It's disabled by installation default and when I try to manually enable it I get an error and am told the module cannot be found. Anyone had any experience with this HID service?
 
It's an Error 106: Module not found. I'll start digging through that link to see if I can find anything.
