Can you pls help me to do a to_char on a number with format as 20 digits and 2 decimals. Is there a way to format without typing 9 twenty times.

That is the only way. You will have to type 9 twenty times.

select to_char(123345.67,lpad('D99',23,'9')) from dual ;
