You can probably go to Best Buy and buy a Celeron 800 - 1.2 Gig for $400.00 - $600.00.
They sell some clearance stuff on
from companies like gateway, IBM, Dell, E-Machines.
I think E-Machines may have some older celerons they sell.
The hard part is getting the Win98 Oper System. You might buy that someplace like Ebay or some auction place. Could be someone has win98 they might sell if you ask people you know who have recently bought a computer. They might still sell the win98 upgrade somewhere online but I doubt it.
Avoid buying WinME!
You can build a computer with a PIII/Celeron motherboard and a Celeron 1.2 - 800 processor pretty cheap.

This system plays the latest games and never crashes. I used old PC100 memory and an old case to save money. The motherboard takes the PC133 memory also.
By using an older PIII board you can buy a cheaper case with a cheaper powersupply. The case and Processor will not heat up as much either. Cost around $499-$600.
The result is you can probably beat the cost by going to Best Buy and buying a brand new E-Machine or get a clearance computer online. At best buy the price for a 1 Gig celeron E-machine $479.00 before the $75.00 Rebate (No Monitor). You can purchase this online or walk-in. They sell everything with WinXP now however. All of the Clearance computers I could find had WinME. But most of them were about the same price. If you do not like my post feel free to point out your opinion or my errors.
