helppp.. my exchange generating too many messages

dear folks

i am using windows server 2000 (sp4) with exchange 2000 (updated)

my exchange server is generating too many messages, i restricted relay to local network only, restricted message size, no of simultaneous connections, even then its generating emails

its sending all emails to badmail folder

can somebody tell why its behaving like this
