Help with Tabbed User Interface - Kind if difficult

Here's my URL:


You'll see that when the page loads, the center part witht he scroll bar is in the correct place. When you click on any of the tabs, the content opens up but is is lower on the page. I need all of these content pieces to be in the same place no matter which tab is clicked. The style is inline in the head..not in an external file. I also need them to be in the same place no matter what resolution so positioning using pixel position won't work. Please please help me out!

You can do 2 ways... you can use 2 frames or you can create arrays for each different panels and function to replace the same panel when user select next tab...
 
Great - could you explain how I can do either of those things? I'm kind of a novice here and I need some direction.
