Help with security/logging...

I've got a problem requiring a level of logging not really useful with standard file access logging enabled. I want to pinpoint which users are accessing, copying, and moving files and folders. I've got about a $2500 budget if anyone knows a third party solution that would be great. OR if anyone knows how to coax that level of logging out of NT's event logging that would work too...
