Help with outgoing messages

Hi
We have a problem here that we as of yet havent sorted out.
Basically we can recieve messages, send internal messages, but when we try to send an outgoing message, we get a NDR stating that the user does not have permission to send to this recipient. 5.7.1 unable to relay for fred@hotmail.com
Is it just the send as permissions granted to everyone?
Ive had a look at some of the permissions but thought id try for help here

is this problem happening for the entire network?
sounds like you have relaying disabled completely, when you need to allow relaying for only the x.x.x.x (<--your internal net ID here) network.
