help with net send from server (IIS5)

Hello Everyone. I am able to send a broadcast using net send from my local computer to *, but when I try to do this from the server, I get:
System error 5 has occured.
Access is denied.

Is there something I am doing wrong. The server is running net alerter. Thanks in advance,
