Help with HiSec local policy

I imported the HiSecure policy on an HP tc4200 labtop to start work on a custom template to test with our applications. The only changes I have made so far are I renamed the admin account and changed the password remember to just 3.

Now I cant import a different template. I have logged on as the local and domain admin and over half the policies are grayed out and will not let me change them. I have tried to import every other templete out there but they dont load, it's almost like I dont have permission to load them.

Any ideas?
 
I found the command to reset the security policy:

To reset your operating system back to original installation default security settings:

1. Click Start, click Run, type cmd, and then press ENTER.
2. Type secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose, and then press ENTER.

You receive a "Task is completed" message, and a warning message that something could not be done. You can safely ignore this message. For more information about this message, view the %windir%\Security\Logs\Scesrv.log file.
