Help with frames

I am new to dreamweaver and am trying to set up frames. I can save them okay, and edit their properties, but i can't get it to update in my index file. please help!
 
If you have 2 frames(one on top & one on the bottom)
it means you have 3 html pages, frameset.html, top.html & bottom.html.

If you want to change one page you have to choose the page itself not the frameset. Is that your error???

If not did you refresh your page after viewing it in your browser???

Did you change the filename after saving it the first time???

If none of the above be more specific Have Fun...
