Help with EFS

I have a laptop with winxp, two partitions, each one of them is NTFS.

I have a problem to encrypt folders in drive C but drive D encryption is fine.

When trying to encrypt a folder using EFS I'm getting an error "Access is denied"

I checked permissions to the folders, modified them, still getting the same message.

Any ideas?
