Help with Dialing Delay

I am working on an older 6x16 NT5B01 (m7310 Phones)
Can not seem to figure this one out:
About a 12 second delay from the time the call is dialed to the actual connection.
Please help...

Sometimes the simple problems are right in front of you but we all need a little help getting there.

Actually system prob defaulted and issue will arise again

6 months until ski season starts...sadly i must resign myself to the warmer weather"this will include a normal 8-5 work day, 5 days a week"
