Help selecting video editing software

I'm not sure if this is the best place to post this, but I couldn't find an exact match. I'm trying to find the best video editing software for my needs. I'd like to be able to convert .avi and maybe other common formats into DVD format that can be played back on TV. I'm mainly going to use it to convert TV episodes I've missed, so I don't need Hollywood quality editing capabilities. Also, freeware would be preferred, but I'll pay for one that's very intuitive and user-friendly in design.
