HELP! Problems with printer services! event 7031

Hello all!
in the last couple of days i have a problem:
printer spool service wont load at startup with the id 7031.
if I go to printers->add printer, nothing happens! it wont click!
when i install software that supposed to install auto printers, it says it cant, maybe due to administrator problems... (i am admin)...

WIN2000server with SP3...
what can i do???
