Help please - no desktop icons on booting 1

Hi - When I log in it indicates that looking for personal settings, hangs for about 20 seconds and then only displays my wallpaper BUT NO ICONS. - I canot even get to the start menu to do a system restore!!!
Any suggestions please. I am able to send you this because I have a duel boot. Example win 98 on one partition and XP on the other.

When you get the wallpaper, right click on the taskbar (if you see it) and select "Show the Desktop"... If that doesn't work (and it probably won't), you can utilize the 3 finger salute (Ctrl-Alt-Del) and launch the task manager... From the Applications tab, click the new task button and type in
%SystemRoot%\System32\restore\rstrui.exe
(where %systemroot% is your system drive - ie. C:\windows, then click OK... This will launch the system restore process...
