Help! New computer freezing, hardware related.

Hey just found this place, i like it.

But I have a problem i'm hoping someone knows a solution to. I built me a cheap home system for surfing and such and its freezing like crazy. It gets the keyboard too so i can't even alt-ctl-del it. I've tried Win2k, Win98, and even Mandrake 8.1 since I finished building it this weekend so I assume its gotta be hardware. Here's what I've got;

AMD slot A t-bird 900mhz
Soyo board
3com internal DSL modem
256 low density PNY mem
40g maxtor 5400rpm
Geforce2 64meg vid card
Generic cd-rom and floppy
250 watt power

I've got dual fan heatsink and two other case fans running so it seems to stay cool, so i've ruled that out. All of the components were bought new except the motherboard which was taken out of a used system that worked fine. I'm thinking maybe I don't have adequate power supply? I dunno, any thoughts? Thanks.
 
Didn't know Athlon SLOT A's went up to 900???
Thought the fastest was 750? then they went to Socket A?

The the classic athlons only went to like 750ish i think but the t-birds in slot a go to about a gig i think.
