Help, my users have no rights to send their own mail!

I keep getting calls from some of my mail users that claim they are getting an error message telling them they do not have the correct permissions to send mail. all the users are on the same datastore but other users on that store are ok. we have 2 exchange 2000 servers, each with 4 datastores..... but only the one datastore seems to cause this problem! event viewer reporting 1025 event id but i cannot get anything solid from this.

Any suggestions please?
