Help: BizTalk Parse Error with XML header

I'm hoping I can find some help with a problem that I am having with MS BizTalk.

I am getting a parsing error, and I know that it's caused by the XML header.

this:.. <?xml version=&quot;1.0&quot;?> ...

Causes the BizTalk parse error. I have no control over the incoming XML, so need to find a way to get BizTalk to accept the XML &quot;as is&quot;

Would anyone know how to get around this problem?
