Help and Support not working

I have an XP Pro workstation with SP1 on and clicking on the the help and support icon doesn't bring anything up. I have searched on the web and done the following to reinstall help and support which went through ok but did not solve the problem:-

net stop helpsvc
cd /d %windir%\pchealth\helpctr
rd packagestore /s /q
rd installedskus /s /q
cd binaries
start /w helpsvc /svchost netsvcs /regserver /install
start /w helpsvc /register

Any help would be apreciated..Many thanks
