help about changer.cfg

When i reboot my system (2000 server), and when i run backup exec (8.6), all folders are off-line and a message appears in the event observer. This message is:
n error occurred while processing a B2D command.
Changer: LockAndRefreshChangerConfig() Unable to Lock Changer.cfg (T:\COMPTA\SAMEDI\Changer.cfg). Error=3
And i have to change the state of each folder manually (it is in pause state)
