Intermittent static is the hardest thing to troubleshoot. 30 years of troubleshooting has taught me that systematic process of elimination is the best process.
You need to find out things like- do the lines have static in common, that is, at the same time? Or, are the lines' static independant of each other. If the former, look at the things the lines share. If not, start at one end, and check everything.
Static can come from anywhere- phones, cords, x-connects, cards,backplanes, CO x-connects and cards, etc. Process of elimination is the best. Check your equipment, and have telco check their's if neeed be. Be systematic and logical.
To give an extreme example- We had an intermittent static problem complained about in a New york Office. After a year of checking it was discovered that there was one old piece of equipment in Washington DC, and the static only occurred when the calls were routed through there.
