HD takes ages to start spinning & keyboards not working properly

Happy New year everyone...

please excuse my lack of correct jargon and terms as this isnt my area of IT.
I have a Toshiba Satellite 4090cds laptop.
On startup the laptop hangs on the toshiba screen and takes about 5 minutes before it will spin the hard drive and start to load windows(98se).
I dont think is a problem with windows because this is happening before windows has even booted. So its either a hardware fault or something else.
Could it be the bios or the cmso (or whatever its called). I think this because the keyboard is also playing up. It registers only 50% of your keystokes (both in windows and in DOS). If it is the Bios or Cmso, then how do i go about fixing it? or do I need to get new (lowlevel:pre-windows booting) drivers for the HD and keyboard?
Any ideas or hints appreciated.

Try a step by step bootup and see where its hanging up. Is there a network card in it? It may be looking for a network connection. Or it could just be a bad driver or even more likely a bad keyboard, they can short out and cause an asundry of problems. Try your ctrl boot and see if you can give a little more info. Good Luck
