I have Office2000. I'm not sure what happen, but in an excel spreadsheet my file looks like someone click on the box in the upper right-hand corner to size the spreadsheet. I put the mouse on the edge of the file to size it, but I don't get the double arrow. Also, I can't drag the title bar and in the title bar there is no underscore, box or X. I'm use excel quite a bit, but have never seen this. I tried restarting, but it didn't help.

I took a snapshot of my screen and can send it if someone could help.

If it is only for specific workbook, check Tools>Protection for workbook. Similar effect you can get if the workbook 'windows' protection is on (the default option is 'structure', tick the other one).
