Have stopped Exchange but still cannot backup *.edb

I have stopped my exchange services and when I try to backup pub, priv and dir.edb I get a violation sharing error.

What could I be missing?

Something's accessing it. Try to stop all antivirus programs and disk defragement programs.

Stop the Exchange System Attendant services, this will stop ALL exchange services.

You should consider doing regular online backups if you aren't doing so already - they're more flexible than offline backups.
