If you by 'Static report' mean a report that does not go to the database, then you need to employ the server cache.
Server caching is specified in Project Configuration in a 3 or 4-tier setup.
In that way the result is retrieved from RAM (or file) on the Intelligence Server, provided the report has been run previously - which can be automated by scheduling.
