has anyone heard of Mad Dog Software LLC Smart Rate Pro???

I have a user in our sales department who wants to use and pass along to her other sales coworkers this software called Smart Rate Pro by Mad Dog Software, LLC. I am looking to see if anyone has had any issues with users installing this on their network.
