In order to do this we had to turn off windows firewall settings, bearing in mind even though it says windows firewall is off it isn't completeley off, we had to go into settings elsewhere in vista to completely turn it off and I can't remember exactly where it was. This is probably your problem.
I always disable the Windows Firewall service on any PC that I install Manager on. If you open up the services, it's listed as "Windows Firewall/Internet Connection Sharing" in XP, and I believe in Vista as well. Also, in Vista, try disabling the Windows Defender service in Vista as well..
Open file/preferences/discovery select the ip range listed in the upper box it should change the broadcast range below, press ok. This should allow you to use the broadcast address if the PBX is on the same subnet...
You can also manually enter the range in the bottom box like so:
192.168.1.1 - 192.168.1.254...

One problem I had as well was that my Sony had an issue with the wireless adapter being "on" even thou it wasn't connected. Once I disabled it under network connections and reopened manager it worked a treat.
Just use the Avayafw batch file
It opens the ports for you
It works on Vista, tried it two days ago

You can see any IP Office that is on the same network you are connecting too with the VPN, however you have to enter the IP address of the IP Office in which you wish to manage as broadcast address instead of 255.255.255.0
