Is there a hard ceiling limit on the amount of data an Exchange 2003 mailbox can hold? I recall Exchange 5.5 had a hard limit of 2GB that could not be changed, but I don't know what it is for Exchange 2003.
No, there really isn't (and you could have mailboxes bigger than 2GB with 5.5, as well). In Exchange 2003 Standard, you're limited to 75GB (assuming SP2 is installed) and/or your drive space limit - which ever is smaller.
With Enterprise, you're basically limitless, up to the limit of your drive space.

The 2GB limit that you mention probably refers to the maximum size of a PST (and OST) file - and Outlook 2003 supports Unicode PSTs and OSTs which have a default maximum size of 20GB, but can be much bigger if you really wanted - 33TB, if I recall. Having said that, note that I don't personally recommend using huge PSTs ...
