Hangs -erractic mouse in IE 6

I am using Windows 2000 server and if I access the internet with IE6, sometimes the mouse starts moving at a snails pace and the screen seems to lock up. As i move the mouse the screen refreshes a few lines at a time and the mouse never really catches up to where it should be. The only way out of this is to "hard off" and then restart.
I tried a new mouse and that doesn't help.

Any ideas?
