got a HP xt963 system here that just will not start windows. system turns on makes the usuall noises then goes to a black screen and will set there about 20 min then shows the message:

windows could not start because the following file is missing or corrupt
<windows root>\system32\hal.dll
please re-install a copy of the above file.

the only info i could find was about a corrupt boot.ini have run recovery console and have done the bootcfg /rebuild to no advantage
have remove all non essential hardware
have replaced the hal.dll file and still nothing has changed

have been trying to get the system to launch a factory recovery but since these system have the recovery on the harddrive cannot find any info on how to lanch it, thought it was F12 but that is not working.
have also put the harddrive into another system as a slave and everything looks fine.

Any other suggestion out there? or anyone know how to launch the system recovery?

Nothing seems to work anyone know how to launch a factory restore on these hp?
