I have HACMP 4.4.1 (I know it's out of support) and OS of 5.2

prod node--hdisk2 prodvg
hdisk3 prodvg
hdisk4 devvg

dev node--hdisk2 prodvg
hdisk3 devvg
hdisk4 none

To sync the disks I just want to verify that this procedure can be done online:

prod node:
varyonvg -b -u prodvg

dev node:
exportvg prodvg
importvg -n -y prodvg hdisk2

prod node:
varyonvg prodvg

Thanks

I don't know HACMP 4.4.1 ... but try to get a look under the C-SPOC panels of smitty hacmp.
To break the disks reservation could be not very smart.
I would try the following on dev node:
importvg -L prodvg -R hdisk2
(-L is a non documented flag used by C-SPOC to sync the vg definitions, it means "Learn", with this options the dev node will issue a lqueryvg to learn what's in the VG
