Should I as the customer have the option to create an install base for a site? I purchased h/w only from a reseller, did the install myself and have to register the system to be able to get maintenance quoted. I don't have an option to create an install base based on the video tutorials. Is that something I shouldn't have access to?
 
No, I don't think so. You need a functional location number - an FL#. That would be 10 digits starting with 005 and be for ABC Customer Inc at 123 Main St. It's where they'd mail parts and stuff. In the GRT you register equipment to an existing FL#.
 
The vendor who sold you the hardware should have attached it to the site sold to (and created a sold to if you didn't have one for the site).
 
I have the Sold To available in GRT, but I don't have the choice for create install base where the material codes are added. The GRT videos take you through that section, but I don't see the option. Assumed it was a customer vs partner access thing.
 
In my GRT with my profile, I have create end-to-end registration, ibase only, tech onboard only,

You can open a ticket at partner-itss.avaya.com

It's always fuzzy how it all works, but sometimes your reseller has to do it, sometimes you do, sometimes its different per country or agreement or setup. A support ticket will have them check and either enable your account for it or tell you why they can't.
