You can tell if you have the enhancment pack by the NLM version on the server; 5.5 went different code paths at 5.5.3 (sp3 for 5.5), so the enhancment pack out of the box will have 5.5.3.1 (I think some showed 5.5.3e).
Go up to Novelland download the 5.19f version of NWAdmin.
Place it on your local hard drive (runs faster). Now get your 5.5EP media and copy the entire CD contents to a temp directory. Get the 5.5EP SP5 from Novell and try repatching the software. In v4 you had to apply the service packs in order, but in 5.5 you can go from shipping code to current code with out applying previous patches. Now here the different step, don't use the stupid windows program to apply the patch, use good old DOS. When you decompress the 5.5EP patch file, you get 5 or 6 .RPT files. Just copy the RPT files to the root of the temp directory storing the shipping media files (oh yea, be sure to remove the read only flag on the files, helps to use the Novell copy and copy to a windows resource on your local PC, it will remove the readonly attribute that gets stamped on all CD files that are just copied, not installed. There are also other third party utilities to do this, you'll need them if your workstation is 9x). Anyway, after you copy the RPT files, you also want to copy the PATCH.EXE file to the root of the temp diretory along with the DLL's, if I'm forgetting a file, it will error and tell you
Just execute PATCH FILENAME.RPT and let it patch the files, I find this works much better that the windows program Novell includes in the patch.
Once that is done, go into the ADMIN\PUBLIC directory and copy your GroupWise snapins into your NWAdmin on your local drive. You don't have to use the install utilites.
Remember, 5.19f is the core of NWAdmin, no included snapins. So only core NDS objects will be known, plus GroupWise 5.5EP objects once you copy the snapins over.
