I have a user that is located in a seperate OU that is used for regular production used and wanted to create a seprate OU used for Dial-In Clients. Can I make any user that logs into a server located in the Dial-In OU take effect for that session?

If I understand your situation correctly any user you place in the dial-in OU would have the GPO for that OU enforced.
