Here's a basic way to do restrict internet access via Internet Explorer.
If you do by USER you can set Windows Settings | Internet Explorer Maintenance | Connection | Connection settings
or proxy settings. Put in a non existent proxy address. Then disallow the user from changing the setting by way of the Administrative Templates |Windows Components | Internet Explorer | ...
(you have to have the ie template added of course)
Another way is to make an Orginational Unit for them... Configure Group Policy for this OU and Enable "Don't Run Specified Windows Applications" under User/Administrative Templates/System and put iexplore.exe in there.
I beleive however they might still be able to access the net from Windows Explorer if they know how so you may need to restrict that a bit too.
btnet, i faced the same problem as karmel, and have tried to apply your method. But I cant realli understand how to get it done. Will you mind elaborate more, like where should these policies be placed in ? Is it in the server or the individual workstations ? and which folder ?
