I have a server and i want to limit the user to just use PCAnywhere and to Logon and Logoff thats it. How would i use group policy to do that guys?

Group Policy \ User Configuration\ Administrative Templates\System \ Run only allowed Windows applications

Now, aside from doing the above, it's likely you'll need to put this user in his/her own OU, and you'll need to tool around the User Configuration area and just about lock down the entire desktop. That's too many options to list here...(for me anyway).
